Composite Scenario Information
We are now moving into the next phase of our planning process, the Draft Comprehensive Plan, where we begin to draft the 2025 Composite Scenario. view composite scenario map (2.6 MB) >>

As part of the previous phase, a 2025 Trend Scenario and four Alternative Development Scenarios were identified. These scenarios were reviewed by planning team members, technical panels and the public, comments were taken and a specific methodology was used to blend the scenarios into the 2025 Composite Scenario, which will be the basis for the Future Land Use Plan for the County's Comprehensive Plan. In addition to the methodology, the following Guiding Principles were a basis for the Composite Scenario as well:

  • Direct development to existing urban areas
  • Encourage mixed-use and concentrated development
  • Target investments for maximum return
  • Maximize the use of existing highways, transit and utilities
  • Respond to the market
  • Provide options and choices
  • Promote equitable and diverse development
  • Help all people benefit from equal access to opportunity
  • Protect environmental resources
  • Coordinate consistency with local municipalities
  • Plan for Greenway connectivity throughout the County
  • Optimize access to the rivers
  • Enhance recreational and cultural resources
  • Preserve quality existing places, our historic legacy & community character
  • County development policies shall guide public investment

The performance of the 2025 Composite Scenario was compared to the 2025 Trend Scenario using a computer program calledCommunityViz and a transportation modeling program. View the initial results >>.
